IMRA

The Instructional Materials Review and Approval (IMRA) process, created under House Bill 1605, establishes a State Board of Education (SBOE)-governed review of instructional materials. The review and adoption process determines which instructional materials the SBOE may approve for adoption. The SBOE has final authority over the review process, criteria, and approvals. Materials submitted for IMRA review are evaluated for TEKS and ELPS alignment, factual accuracy, quality, suitability, format requirements, and parent portal compliance. All materials are reviewed by teams of professional reviewers and open to public review and comment. 
 
IMRA Cycle 2024 includes full-subject, tier-one instructional materials intended for classroom-wide instruction to support all students in K–5 English Language Arts and Reading (ELAR), Spanish Language Arts and Reading (SLAR), and K–12 mathematics. Partial-subject, tier-one instructional materials for K–3 English and Spanish phonics are also included.
 
All SBOE-approved instructional materials will be classified as high-quality instructional materials (HQIM) and qualify for new funding entitlements under TEC 48.307 and 48.308. This provides school systems with an additional $540 million in instructional materials funding, on top of existing Instructional Materials and Technology Allotment (IMTA) allocations.
 
Districts have local discretion when selecting instructional materials (TEC 31.0211).
 
The SBOE approved a 10-year plan for TEKS revisions and IMRA rubric development and reviews( opens in new window) at the November 2024 meeting. The plan is subject to change and is dependent upon availability of funding and resources.
 
The IMRA Reports website is available for reviewing the reports and comparing approved instructional materials for K–5 English Language Arts and Reading (ELAR), Spanish Language Arts and Reading (SLAR), and K–12 mathematics.
