District Talent Plans
The Every Student Succeeds Act (ESSA) requires all districts that receive Title I funds to create plans to address any disparities that result in low-income students and minority students being taught at higher rates than other students by inexperienced, out-of-field, and ineffective teachers.
The 2017–2018 school year was the first year Local Education Agency (LEA) plans were required under ESSA. To support districts in the planning process, TEA has developed the ESSA Talent Plan Toolkit. The Toolkit is designed to help LEAs work through a process that leads to the identification of effective strategies that can help ensure effective talent management and improve student learning for all.
The 'ESSA Talent Plaln Toolkit' website is dedicated to supports/resources and walks districts through each section of the Talent planning process. Many helpful tools exist here. Region 10's 'ESSA Talent Training' will be anchored in these tools and the process outlined.
The ESSA Talent Process gives an overview road map of the three steps you will take in writing your Equity Plan. Each step includes a guidance document, success criteria, and implementation tasks.
In accordance with the Every Student Succeeds Act (ESSA), TEA will annually report on the state's equity gaps as they capture the extent to which low-income students and students of color are taught by inexperienced teachers, out-of-field teachers, and experienced ineffective teaching.
Please Note: Newly Identified Cohort B 24-25 LEAs are required to submit an ESSA Talent Plan for the 2024-25 school year. Currently Identified Cohort A 23-24 LEAs are not required to submit a new ESSA Talent Plan. Submission Window: Initial submission deadline is March 30, 2025. ESC Talent Plan Leads will work with LEA staff to review the plan using success criteria and a proficiency rubric. Final submission deadline is May 30, 2025, in ISAM.
