Consultation Services
The Region 2 Education Service Center Teacher Incentive Allotment (TIA) Facilitator provides ongoing guidance and support for districts developing and submitting TIA plans to the Texas Education Agency (TEA).
These consultation services are available at no cost to districts in the Region 2 service area.
ESC 2 also offers professional learning opportunities that support the planning, implementation, and validation of your Teacher Incentive Allotment application.
Professional Development Opportunities
We offer professional development to help districts build and strengthen the local designation systems required for the Teacher Incentive Allotment (TIA).

These learning opportunities are designed to help your district develop consistent, effective systems that support educator growth and successful TIA implementation.
T-TESS
Texas supports educator growth through two aligned evaluation and support systems:
- The Texas Teacher Evaluation and Support System (T-TESS) supports teachers through continuous, timely feedback that helps strengthen instructional practice and improve student learning.
- The Texas Principal Evaluation and Support System (T-PESS) supports principals in their professional growth and development as instructional leaders.
Together, T-TESS and T-PESS use structured tools and processes to support reflection, goal setting, professional learning, and ongoing improvement.
These systems include:
- An evaluation rubric that outlines effective professional practices and performance expectations.
- A goal-setting and professional development plan that helps educators identify priorities, monitor progress, and pursue meaningful growth.
- Student growth measures that help connect instructional leadership and educator practice to student learning progress.
T-TESS focuses on teacher practice and growth, while T-PESS focuses on principal leadership and campus-level improvement. Both systems are intended to support development, strengthen instructional quality, and improve outcomes for students
T-TESS Appraiser Calibration
Provide participants with a deeper dive into the calibration process, allow them to engage in multiple calibration opportunities using a rubric and two different protocols, and continue to hone scripting and evidence collecting skill sets for TIA. This half-day training will support Teacher Incentive Allotment (TIA) cohorts with Success Factor Four: Strongly Calibrated Teacher Observation System. It will also support strong calibration for any rubric or evaluation system for all districts and campuses, including those who are not participating in TIA.

Student Learning Objectives (SLO)
This training supports districts that are exploring or implementing Student Learning Objectives (SLOs) as a measure of student growth.
It is especially relevant for districts participating in the Teacher Incentive Allotment (TIA) process and looking to use SLOs as part of their local designation system.
